Signed by Franklin Pierce, the 14th President of the United States, (serving from 1853 to 1857) and by the Secretary of War Jefferson Davis, (secretary of war under U.S. president Franklin Pierce (1853–1857), and eventually becoming the only president of the Confederate States of America during the American Civil War (1861–1865)).
